Summary:

The Chief Financial Officer is responsible for planning, budgeting, implementing, managing and evaluating the fiscal activities and functions of The Children’s Trust and ensures that daily and long term financial disciplines, controls and objectives are created and maintained in order to achieve organizational objectives and safeguard assets. The Chief Financial Officer provides organizational oversight to the staff to ensure the preparation and maintenance of all financial records are in accordance with GAAP and governmental regulations. This position performs complex and highly responsible management work assisting the Chief Executive Officer in administering and managing the financial functions of the organization.

Reporting directly to the President/CEO, the Chief Financial Officer directly supervises staff in the areas of budget and accounting, payroll and provider reimbursement and administrative contract management. Work performance is reviewed by the Chief Executive Officer through conferences, reports and observations of results achieved.

  1. Through staff, directs and oversees all financial functions for The Children’s Trust, including the preparation of budgets and funding plans, budget adjustments and projections.
  2. Provides oversight of internal financial policies and procedures consistent with GAAP and GASB accounting practices to ensure appropriate fiscal management.
  3. Directs and provides oversight to staff to ensure that all fiscal activities of the Trust are in concert with the overall strategic plan of the organization.
  4. Recommends additional resources to the Chief Executive Officer and the Board of Directors to best maximize revenue and federal, state, foundation and other funds.
  5. In partnership with the Chief Operations Officer, establishes and manages contract monitoring and compliance procedures.
  6. Determines needs and ensures appropriate fiscal planning capacity through identification and assessment of emerging children and families’ issues and trends.
  7. Provides financial benchmarking utilizing family and children’s entities and other comparable communities.
  8. Participates and networks with other local planning bodies to  ensure coordination and consistency of fiscal and funding efforts
  9. In cooperation with staff, prepares monthly financial statements including balance sheets by the 15th of each month as per the Board finance committee’s needed format.
  10. Provides oversight to areas of supervision to ensure staff remains focused on the Trust’s mission and fiscal priorities.
  11. Participates in regional, state and national policy and planning forums  and events related to the interest and mission of the Trust.
  12. Additional responsibilities as directed by the President/CEO and/or board of directors.

Performance Expectations

The incumbent directs and provides oversight to the overall fiscal operations for The Children’s Trust. The Chief Financial Officer works with the budgeting, accounting, payroll and provider reimbursement areas to refine the quality, quantity, efficiency and effectiveness of the finance and accounting areas. The incumbent also administers fiscal and administrative oversight of complex subcontracted operations, and establishes organizational plans and procedures to efficiently operate the overall fiscal functions of the Trust. He/she ensures overall consistency with the strategic plan while maintaining the highest levels of fiscal integrity by ensuring all records remain in accordance with GAAP and governmental regulations.

He/she works directly with the Chief Operations Officer and provides oversight and direction relative to forecasting revenue needs, maximization of revenue from state, federal and private sources, determining best utilization of resources, resulting in maximizing the return on investment and directing best use of funds. The incumbent utilizes E-business tools and processes to create efficiencies within the finance and accounting areas. He/she carries out oversight responsibilities in accordance with the organization’s policies and applicable laws, to include interviewing, hiring and training employees; planning, assigning and directing work, appraising performance, rewarding and counseling staff, and addressing and resolving issues and concerns.

He/she develops procedures to establish new positions, and upon Board approval, provides consultation to functional areas regarding the selection, training and development of human resources. He/she establishes overall goals in line with Board and organizational policies and business plan. The incumbent also develops and oversees the internal procedures for the terms and conditions of employment, including but  not limited to recruitment, selection, compensation, benefits, pension plans, personnel evaluation, separation from employment, and other human resources consideration, within board policy. In addition, the incumbent ensures procedures and mechanisms are established and followed for the professional development and succession planning of the staff.

Scope of Responsibility:

The Chief Financial Officer directly supports up to three (3) managers and provides oversight for all finance, accounting and contract monitoring staff. Under general administrative direction from the Chief Executive Officer and the Board of Directors of The Children’s Trust, the incumbent exercises the highest level of discretionary judgment regarding the financial operations of the organization. The incumbent applies business, financial and managerial skills at an advanced level and is accountable for the cost effective and efficient attainment of the Trust’s financial and funding objectives and conformity to Board and internal policy, procedures, direction and protocol. Errors of fact, interpretation or judgment can result in significant monetary and human resources losses and undermines the financial effectiveness and overall success of The Children’s Trust. The incumbent has access to the most proprietary information regarding the Trust’s strategy, finance, and internal information, and is expected to demonstrate the highest levels of discretion and business conduct and ethics while complying with all applicable Florida Government in the Sunshine law requirements.

Qualifications

Education and Experience:

The incumbent must have seven to ten years (7 – 10) experience in a related field, at least five of which have been in a supervisory capacity. A Masters level degree in Finance or Business, with CPA designation preferred. Equivalent combination of related education and experience will be considered. He/she must be knowledgeable in all areas of GAAP, GASB and governmental funding regulations and requirements. Must have demonstrated the ability to manage the financial operations for  large organizations ($20 million+) to include strong understanding of forecasting  revenue needs and best utilization of resources. The incumbent should have working  knowledge of federal and state funding streams for health, child and family services, and competency in the development and utilization of E-business tools and  processes. He/she must have demonstrated planning and assessment skills, and strong leadership skills including consensus-building, conflict resolution, motivation and decision-making. Additionally, the incumbent must have working knowledge of the use of technology to include demonstrated PC based skills for management, fiscal and operational functions.

An understanding of the dynamics of large urban communities with high levels of immigration, demonstrated cultural competence, and knowledge of Miami-Dade County is preferred.

The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this position. The noise level in the work environment is usually moderate to high. When outside the office work environment, the employee is occasionally exposed to outside weather conditions.
